A transit agency almost always has the funding to complete a certain project or goal. The real question is what part of the system are they willing to sacrifice/defund in order to do so It's rarely "we don't have funding" but rather, a matter of priorities and tradeoffs

With limited resources, what is "best" for a single transit line might not be the best for the transit system as a whole. The Green Line as gold standard BRT or light rail is a great idea in isolation but horrendously inequitable and unbalanced when you look how desperately we need better service
