At least ten sanctioned vessels... are falsely flying under the flag of Tonga, according to Wellington-based @starboardintelligence.com. @maritimekiwi.bsky.social told RNZ Pacific it would be highly unusual for Tonga to flag oil tankers, given their ship registry closed all the way back in 2002.

Somebody just asked What if a ship is de-registered or disclassed at sea? All reputable flag states keep the Class Society informed & usually a 40-day notice of intent to withdraw certificates is given, allowing the owner time to apply for a new flag & arrange a visit to a port/anchorage for survey

Change of Flag/Name is always done in port not only for safety reasons, but also because the flag state or its delegated authority (ie class society) must attend & carry out onboard surveys/inspections (eg Load Line, SOLAS safety equipment) so as to reissue valid Class Certificate & statutory certs

The dark fleet is not a vessel problem. It is a network problem. AIS manipulation, false flags, and shell ownership are coordinated across fleets to move sanctioned oil at scale. Vessel-by-vessel monitoring misses the system behind the activity. windward.ai/blog/what-is...

Similar trend in terms of class-hopping. After an initial surge to Indian Register (led by the Sovcomflot tanker fleet), many transferred again to Russian Register even though it was expelled from the International Association of Class Societies (IACS) when Lloyds Register was in the Chair.
