While they got over their biases, if you come across anyone using 'Practical Drift' and 'Normalisation of Deviance' as part of a focus on 'Failure Follow Procedures' (aka F2F) and to justify violation management & culpability flowcharts, they have either not read or not understood either author.

Snook was a victim of Friendly Fire himself but found it was the 'system' not individuals that contributed to the shooting down of two UH-60s over Iraq.

Ironically Vaughan had a background in corporate wrongdoing and commenced her research to understand the wrongdoing at NASA before realising the NASA management were complying with their own procedures in managing risk.

But Snook used the work 'practical' because impractical processes are adapted (the issue coming when different teams adapt incompatibly and that's not noticed (e.g. by what Vaughan called 'Structural Secrecy' between teams/departments).

Often Snook's 'Practical Drift' and Vaughan's 'Normalisation of Deviance' are used to infer frontline personnel drift defiantly (i.e. violating rules).

Scott Snook's book Friendly Fire (2000) is a classic. But just like Diane Vaughan's The Challenger Launch Decision: Risky Technology, Culture and Deviance at NASA (1996) some key concepts are often misunderstood (usually by people who don't seem to have actually read either book!).
