As I have been saying since Dawntrail came out and 7.5 solidified my theory: The Key is Azem’s concept crystal they made designed specifically to ease the burdens of travel. Hythlodaeus is the last known holder of that crystal, we don’t know if Azem ever got it back. So the voice is probably his.

For anyone who knows me this won't be a surprise but its Stormblood. I love every expansion + 1.0 / ARR for their own reasons, but Stormblood is full of things I love seeing in Final Fantasy that I feel are always overlooked: I loved it being a more grounded, political war story.
