Israel signed the Geneva Conventions on December 8, 1949 & ratified them on July 6, 1951. The conventions deal with humanitarian treatment in warfare. Nothing humanitarian about wholesale bombing of multi-storied residential buildings, hospitals & aid centres, refugee camps.

Under the 1947 UN Headquarters Agreement, the US is obligated to grant visas to any officials or staff going to the UN. The US has broken the agreement a number of times though - most famously with Yasser Arafat in 1988, when the UN responded by moving the entire General Assembly session to Geneva.
