that said: the admirable thing about undertale is not strictly its low fidelity like, temmie chang is a hugely talented animator and did a TON of the art in that game. it's not that they CAN'T. it's that they chose not to - and it makes the moments when they _do_ go wild stand out all the more

You don’t really need a budget to do indie animation, the problem is “indie animation” has been reduced to bigger budget/studio works with insane frame-by-frame animation, a big crew/voice cast and a merch line instead of scrappy shit you make in a week by yourself or with some friends in Flash.
