Trump has way more power over other elites than you'd expect given his unpopularity. The possible explanations are ideology (they agree with him) bad information (they believe Trump is popular or libs/urbanites don't count) intimidation (threat of institutional punishment or violence)

There is profoundly disagreeing with govt policy (policy of two consecutive govts now), there is strongly airing those disagreements - then there is lobbying a foreign govt to pressure ours in changing foreign policy to further your political interests. I'm not sure what else you can call that.

I can't overstate the level of unhappiness with the PM's operation. Plus of course personal ambition is a powerful drug.
