1) Disallowance is a dead letter. It has largely been supplanted by the reference function of the Supreme Court of Canada. (See: Carissima Mathen's book "Courts Without Cases") 2) This would be a declaration of war on the province, which is also going to give Danielle Smith exactly what wants.
