This is why everything in public health seems to boil down to "raising awareness" of healthy vs unhealthy choices. But individual awareness is meaningless without robust public health infrastructure. Everything from air quality to food to physical activity is heavily shaped by societal factors.

Cleaner air isn't a personal health choice, it's something that needs the broad mandate of the state to accomplish. I say "early years of COVID" or something similar to refer to the first 2 yrs. Also: "prior to the widespread ending of COVID mitigations." Another useful distinction is "pre-vaccine period" to capture the intensity of 2020 specifically.

I think it's worth pointing out that using the past tense to refer to the pandemic is a way of stigmatizing those who still mask indoors in public, who test before seeing loved ones or before flights, and who still feel a strong obligation to community care.
