The funding freeze isn't the only action NSF has taken against universities. Last month, NSF suspended 18 grants for UC Berkeley PIs on the basis that they failed to disclose foreign funding from countries like the UK. One of the PIs is Jennifer Doudna, of CRISPR fame.
