Heβs able to do so much so quickly because NYC has a large and well-funded bureaucracy. A lot of what he is doing, like a fast rollout of busways and bike lanes, are things people in the bureaucracy have wanted to do for years but kept being held back by the indecision of their political principals.

OCTA's draft Long Range Transportation Plan wants 2024 Metrolink service levels (<hourly) *in 2050* - ignoring Metrolink's service development plan which calls for hourly OCL service by 2029 and half-hourly by 2037, and the State Rail Plan which expects 15 minutes by 2050. OCTA is a rogue agency.

It's fascinating to see the spread between different tram networks' terminal layover allocations. Layover times are a major driver of reliability, especially on higher-variability transit services. But they're also a product of infrastructure!
