The date requirement is the vestigial tail of mail ballots. Ballots are securely bar coded and tracked. Dates do nothing. Voters make mistakes and often put their birthdate on the ballot. This will finally stop disenfranchising voters in PA for failing to correctly date their ballot envelope.
