Exactly. The operator isn't getting an order to "kill these drowning men," they're being told "strike grid coordinates XYZ" The people who *know* need to be held accountable, and that's pretty senior.

The way to understand it is to realize that the chain of command is built not only on discipline, but on trust. If you're a major in the army and your colonel says to do something, you assume - and legally, you are *required* to assume - that several officers senior to you already vetted it.

It should go without saying, but the president has no authority to do this, and anyone reporting the story needs to say as such.
