Ironically, the SATURN analysis tool beloved of traffic engineers is designed around cars, not people. Public transport is treated as motor traffic, trip data are based on car counts and benefits are defined in terms of driver time savings. It's all about car flow, not people-moving capacity.

It's likely a factor. As @gavinjdaly.bsky.social will attest, Galway City (population 86000) has a disproportionately large commuter catchment. The two local authorities have their headquarters just 500 metres apart in the same urban centre, while pursuing utterly incompatible "planning" policies.
