The purpose of massive tariffs on purchases is to replace income tax, like we did before we had income tax. This shifts the burden to middle and lower classes, letting the wealthy earn money off of having money with no taxes on that income. He has said so clearly. It's the reason he loves tariffs.

No tariffs on Russia = Trump trying to get us to help Russia (again). But, you knew that.
