It’s unfathomable. I’ve spoken to a few journalists about the issue and nobody seems to want to touch it. I have noticed that Gibraltar can issue limited territory visas 15 times a year with Spain’s oversight. Perhaps this is their solution? Visas issued on arrival Free of charge.

The new treaty on Gibraltar treats Gibraltar rather like Andorra in many ways. Spain will control entry to and exit from Gibraltar by air, land and sea. But Gibraltar remains outside of Schengen. In this way, the border between Gibraltar and Spain can be removed.
