New emails show Washington County, Md., explored whether local trades programs could benefit from construction at ICE’s Williamsport warehouse. ICE’s contractor said no. Federal rules preempt Maryland apprenticeship requirements. Why it matters: local burdens don’t always come with local benefits.

Arizona Attorney General Kris Mayes is suing ICE over its $70 million purchase of a warehouse in Surprise, Ariz., alleging the agency conducted "zero research" before acquiring a site situated between two schools. Dysart High, she noted, is 60% Hispanic.

"The facility, called Central Valley Annex, brings the total number of active detention centers in California to eight, up from six at the beginning of 2025. They are all operated by private companies and they have a total capacity of nearly 10,000 beds."

One detail that just clicked for me: ICE is now using "542" as the standard capacity across all three warehouse sites. Earlier documents projected much higher numbers — 1,500 in Maryland and New Jersey, 500 in Michigan. Those figures shifted during litigation.

Meeting notes reviewed by Project Saltbox show ICE outlined payments, infrastructure needs and operations for a Maryland warehouse project — offering a window into how similar sites could be structured nationwide.

Emails show a Maryland warehouse has long faced infrastructure limits while being marketed to tenants. As late as October '25, the site remained in active leasing discussions with a Fortune 500 company. Within months, it had been bought by ICE, and then stopped by a federal judge.
