This is the type of business move you make to jack up the stock price briefly before the company goes down in flames and some other big player buys it up But hey, the execs calling the deal will have cashed out by then, who cares about any of the employees or franchises impacted?

Because they don’t actually care that people hate it. They only care that it’s still detectable. They’ll keep doing this until people either don’t notice or don’t complain enough for it to be a problem, then move forward with it. That’s the whole purpose of manufactured consent. It’s “training”.
