This paper is a great example of solid evidence of systemic discrimination: "Black taxpayers are audited at 2.9 to 4.7 times the rate of non-Black taxpayers." This reflects a series of choices built into the IRS audit algorithm: focus on the EITC, and overclaiming of credits.

There is a way that we talk about systemic racism that makes it sound hopeless. But there is an example with the IRS that shows them asking for evidence on racialized burdens, and then acting on that to reduce disparate impact in audits. It's a small example of how attention to the problem matters.
