Looks like the spots in the torso that the neck tabs move in have been filled in for some reason. See Zarana’s torso for reference. If you go in with a dremel bit the same or somewhat bigger in diameter as the tabs are tall and remove material on the inside of the torso it’ll fix it.

So the new LadyJaye Toys Storm Shadow factory customs have no head articulation. Try this at your own risk, but I fixed mine by sanding down the horizontal nubs on the neck ball with a glass file. Make sure some nub remains so the head doesn't fall out of the body. Viola, now the head turns.
