Happy FPDR Friday! This is week 5 of counting down the former PPB sworn officers who receive the largest pension payments from the City of Portland's unique pay-as-you-go system that takes money directly from property taxes and shifts it to officers who started their careers at PPB prior to 2007.

I've only been following the CEI Hub issue from a (safe) distance, but the "discussion draft" for policy alternatives is out. At first skim, I think I'm encouraged by the direction but underwhelmed by the scope and urgency. But mostly I think I need to learn more at the upcoming meetings.

All of this is great news, and if nothing else, it kinda shows what can happen if the Governor decides to be appropriately frustrated about something. Also, lots of credit to Shaanth and the rest of the press corps for pressing the issue and following up.

I should add: this doesn't address questions around cost and coverage. Insurers may have different policies in light of the CDC frustration, and some states have mandate that they cover it, but others haven't. Kaiser is offering the vaccine for free for members; may help avoid long-term health cost.

Updated with news from the Oregon Board of Pharmacy; just aligned its COVID-19 vaccine guidance with West Coast alliance, allowing those ages 7 years or older to receive from a pharmacist. Trying to get some clarity on under 7, might need Kotek for that. Rule awaits filing by today or early tmrw.

As a snapshot of Where We Are, it’s hard to argue with any of this.

First thing you do is change the message from "We'll do everything we can at the state level ... but ..." How about "In Oregon, the federal tax breaks handed to the wealthiest Americans will be clawed back to state coffers to make up at least some of the difference."

Happy FPDR Friday! This is the fourth week of looking at the top Portland Police Bureau FPDR pension recipients, from April 2025, according to public records. Numbers 7 and 8 are Andrew Shearer and Bryan Parman, who bring in $165,306.12 and $161,657.40 per year in pension.

This begs the question too if lawmakers will want to try and give the health agencies in Oregon the ability to issue similar orders to Washington. Short sessions mean two bills a piece for lawmakers historically so someone in 2026 would need to make it a priority.
