SINGLE TRANSFERABLE VOTE, OR PROPORTIONAL RANKED CHOICE VOTING In November 2024, Portland, OR, will transition to single transferable vote, or proportional ranked choice voting, for council elections. This video shows how the voting method works in practice. Single transferable vote sets a minimum threshold for candidates to be elected. In Portland, the election threshold is 25% plus one vote. In our mock election, 100 votes are cast. That means the threshold is 26 votes. Hereâs a round-by-round breakdown of our mock election: First round: Mike (52 votes), Barb (22 votes), Linh (12 votes), Camila (8 votes), and Gus (6 votes). Mike reaches the threshold and is elected with a surplus of 26 votes. Since no other candidates have reached the threshold, a second round is necessary to fill the remaining seats. Second round: Mikeâs surplus is distributed as follows: Barb (+1 vote), Linh (+14 votes), Camila (+7 votes), and Gus (+4 votes). Results: Mike (26 votes), Barb (23 votes), Linh (26 votes), Camila (15 votes), and Gus (10 votes). Linh is elected without a surplus. Since no other candidate has reached the threshold, a third round is necessary to fill the last seat. Third round: Gus is eliminated, and his votes are redistributed as follows: Barb (+5 votes) and Camila(+5 votes). Results: Mike (26 votes), Barb (28 votes), Linh (26 votes), Camila (20 votes).
