And... the House bill markup was postponed last night. Presumably b/c Rs knew Ds would push Epstein issues during it. So likely won't be much movement on science agency budgets until Sept. Unless if the Senate brings their version to floor vote next week (see www.congress.gov/bill/119th-c...).

tldr; Sequestration is an official order from a sitting President to carry out automatic spending cuts targeted at reducing the national deficit, and the “necessary” spending cuts are determined and implemented by the Office of Management and Budget (OMB).
