Just a passing thought, but I wonder to what extent the focus on Minneapolis is because in a very real way, the right wants a do-over of 2020 where instead of a broadly sympathetic public resolving to do more about racism for six months, they opened fire nationwide and ended organized dissent.

You can’t “train” cops out of the kind of massive personality flaws law enforcement agencies attract and amplify. Call it designed incompetence, but these systems are built on violence, intimidation, and skirting the self-imposed “rules” whenever possible.
