I'm having trouble following why the EU changing its NDC from 90% to 85% is being portrayed as this huge, outrageous, watering down of climate ambition. The EU is still doing more than almost anyone else, and is the only place where emissions declined last year, per the UN Emissions Gap Report.

A wild part of this story: PA gov Shapiro approved SEPTA's request to use its capital budget to pay for operations for 2 years. But SEPTA has had 5 railcar fires this year. The National Transportation Safety Board recently found that 60% of its fleet requires extensive retrofits or replacement.

This is the reality moving forward, which is why transit advocates say the idea of funding the operations of these systems w/ fare revenue is outdated. With a more reliable funding source in place, operators can focus on improvements that will increase ridership

Nice to see this statement. I've heard that the cancellation of all these clean energy projects has caused absolute chaos among the unions, which have been preparing for specific projects, assigning experienced workers to them, and opening new jobs to backfill these moves— all now completely shot.

The DOE's estimate of $7.5 billion is also questionable. Lots of the awardees have spent some of their money. It’s unclear whether that number is the total awarded or the remained. Five of the listed projects, worth nearly $900 million, were already announced as terminated in May.
