They don't have capacity to terrorize more than 2-3 cities at a time. Which means they rotate teams to new cities without relief. Which means consistent resistance by fresh activists in each new city will break them over time. Which means if you're city's not occupied, rest up and get ready.

I know multiple people have pointed it out already, but always good to have one more voice: Law enforcement chasing people to their deaths is murder. Law enforcement throwing you into cells where you die from neglect is murder. ICE has been doing both. We don't know how many they've murdered.

Sooooo many. Most of my supporting characters are still really important to the story. It's one of the reasons why I have such a large cast... Right now, one of the most important side characters is Ana. She's SO important... that she's becoming a POV character in the next book. >>
