This is one of those bills that seems like it sounds good in theory but it's hard to see how it works in the practice. Have these people been in old schools? Would it really be cheaper to rehab them into housing than to just knock them down and build new housing? Seems unlikely.

Yes. These people are anti-humanists, people who have so embraced the concept of personal liberty that they don't feel any responsibility to the greater good whatsoever. They aspire to transcend their very humanness. They see humanity as a sickness, a weakness to overcome.
