In the next Chaos Cubed snapshot (most likely), sulfur caves will stop generating a grass layer just like dripstone caves. As confirmed by Gnembon on the bug tracker, this is to embrace the biome generating on the surface rather than completely patching it out.

Some people are excited for Minecraft 26.1's lighting changes because of "colored lighting" even though it can't show multiple light colors simultaneously. I'm excited because it's still biome based, so imagine how datapacks could completely change the vibe of different biomes. We are not the same.
