Layers of problems with the USG labeling people on these vessels as "unprivileged belligerents." 1) There is no armed conflict, so no belligerents privileged or unprivileged. 2) Even if there were an armed conflict, that wouldn't mean that (alleged) drug smugglers were somehow belligerents.

As part of its 18-month siege of El Fasher, the Rapid Support Forces in Sudan dug a trench and built a sand berm around the city. Since RSF captured El Fasher, HRW documented and geolocated videos near the berm to the northwest — videos that could be used to prove crimes. 1/7🧵

One problem with testing "on an equal basis" with Russia and China is that they might not be on equal basis with each other. If we match Russia, China gets a free pass to follow. China has the smallest number of tests (45 v 🇷🇺715 and 🇺🇸1032) and ∴ the most to gain from new data.
