The bet here is actually pretty simple. Current trends put “red” districts and states in play. A big part of those trends is depressed Republican turnout. Impeachment threats risk mobilizing low-propensity Trump voters. Don’t mess with it before the midterms, QED. It’s not actually unreasonable.
