What's next for Texas? "Our efforts are to get people in homes and help them stay in their homes," Mayville says. Some specifics — ADUs, permit reform, tax reforms, affordable housing requirements, etc.

One big win was SB 840, which allows residential-in-commercial projects (like mixed-use or multifamily housing in commercial areas) It was a widely supported policy, and had the least resistance. "Who cares if someone lives above Costco?" Nosek says.

This bill affects all of Texas, but nowhere more so than Austin, where: 1. Simple rezonings regularly spend $10k *investigating* whether they're vulnerable to petitions before even starting. 2. The city itself bundles zoning code tweaks, pays $500k in notification costs, and still loses in court.
