If everyone assumes we'll never get "China exclusive" WoW content that exists in our Retail clients (and we also get hotfixes for!), then you'll never get it. There is no technical reason why we can't have it, just a purely organizational one, keep pushing Blizzard to add them through other means.

It's honestly wild that Blizzard says this during the Q&A for Midnight. Y'know. The expansion (that's meant to be) all about Void/Blood/High Elves. And then proceed to add no new options to any of those races at all. In the xpac it makes the most sense to do so. Like why even say it then?

No Void Elf / Blood Elf customizations - no demon hunter customizations. Yet another missed opportunity and more frustration with Blizzard's unwillingness to add things as simple as textures.
