He actually drew them himself, Saito loves dolls this much. The process was: -Saito designs the puppets -Professional troupe makes the physical props -Saito storyboards -Troupe performs as instructed -Saito animates it with the live action references

See, this is a worthy usage of cel-shaded CGI, to sell this kind of janky medieval puppetry to the audience without breaking the art style
