During the development of the original Pac-Man, Namco president Masaya Makamura wanted the game to have all of the ghosts be red. Toru Iwatani knew he wanted the ghosts to be colorful, so he held an informal poll among his colleagues. Absolutely no one chose the red-only option.

According to the design document for Pac-Man Ghost Zone, this is how the game was to be controlled. Along with Pac-Man's "tank" movement, all four shoulder buttons were to be used for looking around.

The Character names for the ghosts were intended to signify traits that describe their movement patterns in the original Pac-Man. Oikake → Chase Machibuse → Ambush Kimagure → Fickle Otoboke → Stupid This nuance was unfortunately lost when the names were changed for Pac-Man's release outside Japan.

I really like these concept art sketches I've bumped into in the artbook as I've gone, they really reflect how much turmoil went into the design aspect. Apparently they initially wanted PiCPAC to be stylistically similar to Earth Wind and Fire (third image), what a timeline that would've been😭
