You say that like it's huge news & the 1st time this has happened. The last time Congress officially declared WAR was in 1942. Libya, Grenada, Panama, Syria, KOSOVO, Lebanon, & more all had not been approved by Congress. Even IRAN in 1988 was not approved. Korea was a "police action."
