1/ Re the "training" issue of ICE/CPB. Normal cops are trained (or should be) to deescalate, to render first aid, have crowd control protocols, have a coherent command structure. ICE and esp CPB are trained, such as they now are, to ram vehicles of traffickers, the default is of a felony pursuit.

If Biden had urged an ally to take a certain action and then, one week later, threatened them with a trade war for doing exactly that, mass media would be running nonstop coverage questioning his cognitive fitness.
