You could support impeaching him. Even now. Take the keys away from him - there's plenty of good cause and exigent need - and then you can always investigate him further later. Don't let the drunk driver keep driving while you sort out how much he's drunk.

Impeachment is not some special exception from normal politics where you shouldn't say it unless you already have the votes in hand. You go out and plainly advocate what you think should be done, and attack those who refuse to do it, just like on anything else.
