I believe in the absolute sense this is true, but the structure of our housing market is such that we’ve suppressed so much walkable housing by zoning, regulations, and NIMBYism that it’s irrelevant. Anyone who wants to affordably live in an auto-dominated environment can; the inverse is not true.
