Casually carpet bombing Caracas, the capital of Venezuela and it's most densely populated city in the dead of night is tantamount to a declaration of war. Media will wait for confirmation re: the culprits, but this sort of brazen and unprovoked attack feels like an opening salvo and not a one-off.
