Has anyone written about the intersection between Bill C-2 and Bill C-5? They are directly related but I haven't really seen anyone analyze that. Bill C-2 creates extra surveillance powers to further criminalize Indigenous people (and allies) resisting the "national interest" projects C-5 enables.

There is no appeal beyond Supreme Court of Canada. Plus, the article notes that only 96 files have received consent for archival from the 38,000 IAP claimants. I would expect at least 1,900 (5%) based on my work at the National Inquiry. This suggests that the government planned to fail.
