The M12S mount, the Lowrider T1RANT is the only vehicle with a number plate in the game. No other vehicle in Solution 9 has a number plate. In the text, the Lowrider is essentially a vintage car. Therefore: Solution 9 has a DMV specifically for vintage cars and The Tyrant had to go through it.
