Got a nice answer: It seems like this definition is the natural one if you're already thinking about homomorphic equivalence classes of graphs. I guess this structure just doesn't show up in algebraic settings (you always have trivial homomorphisms), so my intuitions are not quite graph-calibrated.

Thinking more about it, there’s a nice “physical” interpretation of a homomorphism: it’s a way of “folding” a graph realized with stretchy but unbendable rods for edges down into another graph. Why wouldn’t I want to view the smallest target graph you can do this for as a core?

It's also occurring to me that the word choice is very misleading. A guardrail is a simple, passive structure that demarcates a clearly-defined area. A "guardrail" for an llm would be something performing a very complex, under-determined, often subjective set of intellectual tasks.

As far as I can see, "guardrails" would be either enormous lists of individual key word/phrase checks, which are obviously never going to cover everything you'd want them to, or a totally different kind of artificial intelligence that doesn't actually exist.
