Why is it that every disappeared US citizen is not front page news? The Constitution says a majority of the House "shall constitute a Quorum to do Business." That's a hard-coded constitutional "shall," House rules can't change it and neither can the speaker. If a quorum wants to meet and conduct business, they are the House of Representatives.
