Update on TV. I went in and unscrewed to see if I could clean the physical buttons. After some chatter, I went with disconnecting the button box from the main board. It fixed the issue of the volume display not going away and the Mario Kart Menu. I don't think I damaged anything else so victory?

Looks like I'm going to have to open up my Dynex DX-L19-10a tv in order to see if debris are impacting the physical buttons and causing the menu to auto scroll like Mario Kart items and the volume to be forced down to 0 and the volume meter to be stuck on my screen.
