After some chasing and more chasing, the driver apparently got a warning. So, for TVP, driving while using your mobile phone then trying to run down the cyclist that saw you (while close passing another cyclist to get to them) is pretty much fine. I've submitted a complaint (first time ever).

This was short. Maybe a minute. But the entire time that driver was trying to intimidate me, letting me know I was in *their* space. They used the size of their vehicle, the noise of their engine, and the proximity to my body to say: You're in my way, move it.

that the best way to prevent drivers from killing people is to force them to slow the hell down. This is intended as a PSA for drivers, but our policymakers need to pay attention to this too.
