Just like you cannot go to the British Museum and look at the objects there as simply results of curiosity-driven British tourist expeditions all over the world, so you cannot look at the results of the Herculaneum experiment and forget the resources, costs, and implications of it.

Can you really be a research institution (ie a university) if your staff only have 10% of their time earmarked for research?
