Turns out in Pokopia, because of the limit on how many pokemon can be spawn in an area, you can only have so many buildings being constructed at a time. Very unfortunate, I wanted to build a suburb in an area and tried getting 6 cottages built at once, but I can only manage 3 😔 I guess I can wait
