Another reason I'll posit is that local news media in places like West Virginia and Kentucky have no idea to proactively cover ICE/CBP actions in their communities, and if there isn't footage from, say, observers or other non-LEO parties, they're not interested.

I think many people are not aware of the scale of ICE presence in their communities because those kidnappings are happening largely out of sight thanks to partnerships with local law enforcement. This also drives home just how much of what we are seeing in blue areas is about political retribution.
