In addition, after last year, many institutions no longer assume that a noncompetitive renewal will be forthcoming if it is substantially delayed. This represents a lack of trust between institutions/investigators and the NIH that is both understandable and different than I have seen before. 21/30

This is such an important point. The VAST majority of funding for research comes from NIH. Stand Up To Cancer just had their telethon. In 2023 they raised an impressive $60 million for cancer research. But the NCI (at NIH) had a budget of $7.2 billion that year. Charities cannot compete.
