Max knows this, but for others: ability to obligate does not mean money actually flows down to the program level and grants get funded. We have seen this at NSF, which has had the ability to obligate for a month, but has few funds at the program level, leading to an ongoing grantmaking delay.

OMB has posted the full-year apportionments for NIH. openomb.org/file/11511545 I believe this means that NIH now has the spending authority to fund grants! There may be nuances and I will be tracking these as best I can.
